Season’s Greetings 2023!

SEASON’S GREETINGS 2023!

As we approach another festive season, hopefully we can all look forward to some relaxation and rest. This year has been challenging, with interest rate hikes and petrol price increases affecting us all, but we hope the new year brings us some relief and prosperity.

Many of you have contributed positively and enthusiastically to our Estate during this year, making suggestions and giving your time selflessly. Both the Board of Trustees and the Management Team appreciate your contributions and the results thereof, and thank you. May you all enjoy a well-deserved rest.

As Chairman I would like to thank my Board and Management Team for their unwavering commitments to their duties and in particular to our outgoing Trustees Rene Vercuiel and Nick Louw for their valuable contributions over the last year.

Our Estate has grown substantially again this year with over 33% of the Estate now comprising built homes. With the growth in numbers of residents in the Estate, it is an opportunity to continue to meet new neighbours, make new friends and explore our village. Province Roads Department is undertaking expansion of the Main Road, so please be patient with road stoppages and detours.

The Trustees and Staff of the HOA send out best wishes to you and your families, wherever you may be, however far you may travel. May this holiday be a special time to enjoy and share.

WHATS NEWS!

There are some new items which we would like to share:

THE BOARD:

We would like to welcome two new Trustees to the Board, namely Krishka Faber and Lloyd Fortuin. They make up the full board comprising Dirk Baard (Chairman), Rikus Serdyn (Vice Chairman), Leonard De Klerk (Architecture), Basil De Sousa (Legal), Krishka Faber (Finance) and Lloyd Fortuin (Legal).

SECURITY:

We encourage you to make sure your homes are registered with a security company for protection of your personal property. In addition, please be conscious of leaving valuables unattended in your gardens and surrounds. Be safe and vigilant against vagrants and report any suspicious traffic to the security committee on duty, or to the police. We will continue to have our normal security patrols at night patrolling the general public areas and streets in the estate during the festive season.

Many of us will be celebrating during this time, but we ask that you be considerate to your neighbours regarding noise. Should you experience a noise problem, please call the security number 078 205 9007 or a member of the Security Sub-committee for assistance. If you have many visitors at one time, please be considerate with blocking your neighbour’s access to his/her home regarding parking of cars.

ACCESS:

Please be reminded that if you are planning to visit the Estate, you must get your cell phone registered with Elizabeth at the Admin Office, so as to allow you access to the Estate. The Gates work on a cell phone access system and each Plot/ home owner is allowed to register 2 cell phone numbers from which they can call the gate for access. Call Elizabeth on 084 589 1718 before 14th December to get your numbers registered. Please Note that we will not be loading any new numbers on to the system between 15rd December 2023 and 9th January 2024.

CONSTRUCTION AND RENOVATION:

Please note that there will be no construction or renovations allowed during the festive season, as neighbours deserve some peace and quiet over the holidays! The shut down period is from 14th December 2023 to 15th January 2024. As much as your curiosity may get the better of you, we ask you please refrain from trespassing onto building sites. This is not only disrespectful, but illegal.

HOLIDAY RENTALS:

If you are renting out your property for the holidays, please inform your tenants of the conduct rules in the Estate. You are responsible for their behaviour. If you have an Air-B-and-B, please send your registration details with AIR B-and-B to the HOA email address below. Please note that it is your responsibility to arrange access to the estate for your guests. Our Admin office will be closed for the season and will not be available.

ESKOM

It seems that there is more and more frequent shut downs or breakages happening in various areas of the village. This will result in unexpected blackouts until Eskom can attend to whatever has gone wrong. We will monitor and follow up as much as possible with Eskom, but please prepare yourselves as much as you are able for these inconvenient events.

REFUSE REMOVAL:

Please ensure that you keep your refuse inside your property until Thursday mornings. Alternatively, you can deliver excess refuse to the municipal dumps any day of the week.

BEACH ACTIVITIES:

The stretch of beach on our Estate is by law available to the general public, and they are entitled to gain access through our pedestrian gate behind the Admin Block. We have asked our Security company to assist in monitoring illegal behaviour such as making fires, riding any vehicle, and consuming alcohol on the beach. We ask that if you observe any such behaviour, please do not approach the offending parties yourselves, but rather contact ADT Security or the Local Police to attend to the matter. The relevant numbers are:

With the growth in numbers of residents in the Estate, it is an opportunity to meet new neighbours, make new friends and explore our village which is growing at a great speed.

WHAT’S NEWS!

NEW STAFF:

We welcome Selwyn Brickles as a new addition to our team. Selwyn has taken responsibility of our contractors sites to ensure compliance and good conduct by all who are building. Selwyn, we welcome you and wish you a long and happy stay with us!

THE VILLAGE:

For the owners who are thinking of visiting, the village itself has shown growth not only with the number of residents building and moving in, but also with some additional commercial activity. There are some new shops for you to browse through and taste their offerings …. West Coast style!!

AGM:

We have recently hosted our AGM where we discussed the introduction of some new projects to be implemented in the new year.

  • Boardwalks – we will be undertaking to install boardwalks in the areas where the council has approved this. This process will take a few years. In the meantime, please use the 3 main boardwalks (on the east, the west and centre) of the Estate to access the beach. We will cordon off the damaged boardwalks to prevent public access on those.
  • Road verges (sidewalks) – We will also start to install pathways on the sidewalks so that pedestrians can walk safely and not in the street when walking through the estate. Our Aesthetics committee will be drafting guidelines regarding the landscaping of your sidewalk, so please consult them for guidance before you invest in plants and décor.
  • Security – we have received a budget to implement better security for 2023, but this will only happen in the new financial year.

As per our Guidelines and conduct rules, no building or construction is to take place during the builder’s holidays. These holidays are traditionally from mid-December to mid-January. This year the Board has decided that the holiday period will be from 15th December 2022 – 16th January 2023. No contractors, sub-contractors or deliveries of building materials will be permitted during this time. Your cooperation in this regard will be much appreciated. If you have any queries, please contact Selwyn who is in charge of our building site monitoring

Our dams in the Western Cape are not as full as they should be, so we request that you be responsible and use water wisely. The West Coast region does not get the rainfall of other regions so we encourage our fellow residents and visitors to maintain the water saving activities. If you spot a leaking pipe (water department) or misuse of this resource (law enforcement department), please report to the Council on 022 701 7000.

ADMIN OFFICE:

The admin oflce will be closed from 15th December 2022 – 16th January 2023. Should you have any queries or urgent issues that need to be attended to please call Selwyn by 14th December so that he has time to assist you.

Sandy Point Newsletter: Sept 2022

The following items serve as general notices and reminders:

  1. AESTHETICS:
    Please note that we have implemented an AESTHETICS COMMITTEE who is tasked with drafting and managing the rules and guidelines relating to all things Aesthetic. They will work with our Architectural team to ensure synergy with the guidelines and provide guidance regarding landscaping and gardening issues for the estate. The Elected Chairperson for this team is Rene Vercuiel .
  2. Elizabeth will not be working in the Admin office from now on. She will however continue to work for me doing our accounting and bookkeeping. I will be implementing a replacement for the balance of the year and will notify you soonest. In the meantime, if you have any queries relating to on site issues, access, contractors, etc. please send me an email to locomotionmedia@twomoons.co.za
  3. As discussed before, when a home owner rents out their property for an overnight or weekend, they have to provide the admin office with their guests cell details in order to load them up on the gate access system. Home owners need to provide this information by no later than 4pm on a Friday to give us time to load the guests details. The admin office is not open on weekends and we will not load details after Friday. If you get an emergency booking then we suggest you make a cell phone unit and or a tag available for your guests when they arrive. Alternatively, you need to let them in yourselves via your own cell phone.

Sandy Point Newsletter: Aug 2022

AGM
We expect to receive the drafts of the 2022 Financials from the new Auditors by the end of August. We should then be in a position to host the next AGM by the end of September 2022

SECURITY
We wanted to host a SGM by the end of June to present actions to improve the security in the Estate. However, on presentation of the recommendations to the Board and noting the financial implications to implement, it was suggested that we present these recommendations at the AGM which is planned for end of September.

SQUATTERS
I have received a call on 15th August from the regional office of the Department of Environmental Affairs regarding the status of the squatters in the harbour area, and they confirmed that they are still busy with sourcing the legality of the structures. They cannot act on removing the squatters, but have discussed this with the department of Homelands and Settlements, who is responsible to remove or resettle citizens who are illegally occupying property. They have also engaged with the Department of Forests and Fisheries to take action on any poaching that is happening. They understand that it is taking long, but assure me that they will continue until the situation is
resolved.

POACHING
Poaching is a problem along most of South Africa’s coastline, and our area does not escape this crime. If you, as a citizen, witness any suspicious activities of poaching on our beaches, we urge you not to approach any perpetrators. Please report the activities to the police on 022 736 8060, or the Anti Poaching Unit on 060 907 2326.

SITE INSPECTOR
This newsletter serves to notify everyone again that we have appointed a Site Inspector (Selwyn Brickles) to manage the building sites on the estate. I kindly request that you do not interfere with his duties and refer to me should you have any queries.

SPEED LIMITS
The speed limit inside the estate is 30km per hour and must be adhered to at all times. There are more and more families moving into the Estate, and pedestrian traffic will increase accordingly. It is important to be aware of the safety of pedestrians, and speeding will only endanger their safety. To this end we will be monitoring the speeding habits of drivers and will take action against offenders accordingly.

ADMIRALTY AREA ACTIVITY
I once again caution you to please refrain from illegal activity on the admiralty area. Under no circumstances are any vehicles, boats or trailers allowed access to the beach area from the estate.

Sandy Point Newsletter: May 2022

SECURITY
In our AGM, we announced that we would host a Special General Meeting to decide on the security measures to implement for 2022. A suggestion to appoint a sub-committee of residents to make recommendations to the Board was adopted. A notice to all residents inviting them to partake in the process was sent out. Our new Trustee, Charen van der Walt is in charge of this process and we await feedback on the progress of this committee. We expect to have recommendations by the end of May and will be able to host the Special General Meeting soon there after.

SQUATTERS
We still await feedback from the investigator of the Green Scorpions with regards to the removal if the squatters and the pump houses.

CONSTRUCTION
We expect to have an increasing number of homes being built in the latter part of the year, which means a lot of traffic and activity. I ask that the home owners ensure that their contractors keep their staff on site and ensure that they drop them off and pick them up every day. Consideration of neighbours is important regarding noise, mess and building splatter, and working later than the approved hours, with special permission.

NOISE
Our conduct rules stipulate a no-noise policy, and we will be proposing relevant measures to control noise pollution in the Estate. Consideration makes for good neighbours, and we encourage
you all to approach these issues with a positive attitude. Please be mindful when installing generators, air conditioners, etc. and when using power tools over weekends and special holidays. We ask that you have a copy of our rules available for tenants and bring it to their attention.

GATES
The problem with the gates remains a contentious one. It seems that drivers cannot see the gates at night when there is load shedding, so we will be implementing interventions to improve the visibility and reduce the damage to the gates. We ask that you be patient when driving through the gates to lessen the chance of mis-calculations.

BOARDWALKS
This item will be discussed at the special general meeting to be held shortly. In the meantime, I remind you all that you are not to disturb the vegetation or create any pathways or landscaping in the admiralty area. If you do, you are at serious risk if fines and/or imprisonment from department of environmental affairs. If you have created any disturbance on this part of the beach area, I recommend that you rehabilitate it immediately. We have sent out numerous reminders and warnings, and cannot be held liable for any infringements by home owners.

Sandy Point Newsletter: Feb 2022

Dear Home Owner

  1. We have finally received our financials from the auditors and I am presenting these together with the budgets to the trustees on Monday 14th February 2022. I will then be sending out the financials, budgets, agenda and other items for your perusal and comment. A notice will be sent out before month end for the date of the AGM.
  1. There will be a significant number of home owners who will be building this year, and I ask you all kindly to adhere to the rules and procedures as set out in our documents, to ensure a happy and harmonious building experience for all including neighbours fellow residents.
  1. There have been reports of mole activity in the admiralty area. I have met with our Environmental consultant, and he advises that we may not interfere with these animals as they form part of the ecological activity which is protected under conservation law. However, if they start invading your private property, you are entitled to apply the relevant pellets/repellents to chase them away from your structures.
  1. The have been a number of petty theft of late which has been mainly of building sites. We have made provisions for additional security services to be implemented in the new year budget to help curb this activity.
  1. All our attempts last year fell on deaf ears with continued promises of investigations, actions and reports regarding the situation in the harbour and the squatters. We have finally made contact with DEADP and the Green Scorpions to intervene on our behalf and hope they will make things happen. We have also engaged the DA to assist in getting some action. We will keep you informed of any worthwhile action taking place.

May this year be a very happy and successful year for all of us and may you, you family and friends remain safe and healthy.

Once again we find ourselves on the verge of festivities and celebrations as our year draws to an end. Some of us had to endure the challenges facing us since COVID became part of our lives, and for others it was a year of opportunities and progress. May we be supportive of and understanding to our fellow neighbours and may we welcome this time to relax and recharge in preparation of the new year to come.

WHAT’S NEWS?
There are some new items which we would like to share:

SECURITY:
Singita will be present during the festive season and we have arranged additional vigilance at the Harbour side of the Estate from 23rd December 2021 to 3rd January 2022. This is to provide a presence in the effort to curb trespassing by the squatters in the harbour.

SQUATTERS IN THE HARBOUR:
Over the last year there has been a group of squatters that have settled into the Harbour premises, next to our Estate. We have continually requested and demanded that Public Works attend to the problem. To date we have approached the Mayor through the business chambers office, we have communicated directly with The Ports Authority as well as Dept of Public Works, and have lodged a formal complaint with Dept of Environmental affairs. We hope to have this resolved soonest and that they are able to find them alternative, acceptable and hygienic accommodation in the appropriately zoned property.
